The Officiating Programme is structured progressively, covering technical regulations, refereeing management, and operational procedures to unify criteria and raise refereeing standards globally. Level 1, already operational, forms the basis of the training programme, which will be completed with new levels currently under development. The Programme includes mandatory periods of guided practice to ensure adequate professional performance in competition.

The Officiating Programme Committee of Experts is made up of the most prominent figures in Padel refereeing worldwide. Its main function is to guarantee the quality of training content and ensure the best possible preparation for future referees.
The Level 1 Officiating Programme course has had several previous editions.
It is a core training course aimed at preparing Tournament Referees and Chair Umpires, with a blended format that combines online training and in-person practical sessions.
